You scan a stack of documents. Half the pages come out sideways. Your PDF reader has a rotate button, so you click it, save, send the file — and the recipient opens it sideways anyway.
Nothing is broken. You just rotated the view, not the document. Those are two different operations, and almost every reader lets you do the first while hiding the second.
View Rotation vs. Real Rotation
PDF pages carry a /Rotate entry: 0, 90, 180, or 270 degrees. It tells every viewer how to orient the page. When you change it and save, the rotation is permanent. Every viewer, every printer, every phone shows the page correctly.
What most readers call "rotate" in their toolbar is view rotation. It spins the display for your session and changes nothing in the file. Close and reopen, and the page is sideways again. Send it to someone, and they see the original orientation.
The test is simple: rotate, close the file completely, reopen it. If the page is sideways again, you rotated the view. You need a tool that rewrites the page's /Rotate value and saves the file.
Where Sideways Pages Come From
Batch scans
A mixed stack through a sheet-fed scanner: some pages portrait, some landscape, one upside down because someone loaded it wrong. The scanner writes them all with the same orientation metadata. The result is a document that reads like a neck-exercise routine.
Phone photos
Photographing documents with your phone bakes in whatever orientation the sensor reported. Lay the phone flat over a receipt and the EXIF orientation becomes a guess. Convert those photos to PDF and some pages arrive rotated 90 degrees for no visible reason.
Mixed sources
Merge a portrait contract with a landscape spreadsheet export and the combined file has both orientations. That is correct behavior — each page keeps its own /Rotate value — but reading it means rotating your head every few pages unless you normalize the ones that matter.
What to Look For in a Rotation Tool
Per-page control. Rotating all 40 pages because 3 are sideways creates 37 newly sideways pages. You need to select specific pages: rotate pages 7, 12, and 13 by 90 degrees clockwise, leave everything else alone.
90-degree steps only. PDF rotation is defined in quarter turns. A tool offering arbitrary angles (13 degrees to straighten a slightly skewed scan) is rasterizing the page — converting it to an image, spinning the pixels, and wrapping it back in a PDF. That bloats the file and destroys the text layer. For skewed scans, that tradeoff can be worth it, but it should be a deliberate choice, not the default.
Saved to the file. The output must be a new PDF with updated /Rotate entries, not a viewer session. Download it, reopen it, confirm every page holds its orientation.
The Upload Problem
Rotation requests cluster around sensitive documents: signed contracts scanned sideways, medical intake forms, ID documents photographed at odd angles. Uploading those to a free rotate tool means handing identity documents to a server for an operation your browser can do in milliseconds.
Rotation is pure metadata editing. No rendering, no re-encoding, no server required. There is no technical reason for the file to leave your device.

Practical Tips
Fix rotation before anything else. OCR, table extraction, and text selection all assume upright pages. Running OCR on a sideways page produces garbage, and the error message won't tell you the page was the problem.
Check thumbnails, not just the current page. A 40-page scan can hide one upside-down page in the middle that you won't catch reading linearly. Scroll the thumbnail strip first.
